Recommendation

Staff recommends the Mayor and Council award and authorize the City Manager to Execute a Rider Agreement for the purchase of various hardware, software, support, and professional services to DSI (DISYS Solutions Inc.) of Ashburn, VA, in an amount not to exceed $492,917.13.

Discussion

The work effort encompasses the acquisition and replacement of critical data center and disaster recovery networking equipment, including data center switches and Internet routers. These components play a pivotal role in managing the flow of data between servers, storage systems, and other networking devices within the infrastructure of the city's three data centers.

Our primary objective is to replace and upgrade our data center network solutions, providing scalability, network segmentation, and flexibility to seamlessly interconnect our three data centers. This comprehensive replacement not only ensures heightened reliability but also includes a critical upgrade of our data center backbone, elevating network speeds up to 100GB and Internet speeds up to 10GB. These enhancements significantly improve overall performance and reliance.

The acquisition of robust data center networking equipment will enhance connectivity, improve performance, and optimize operational efficiency across our three data center operations.

Procurement

This purchase rides the State of Maryland Hardware and Associated Equipment and Services (HW) 2012 Contract BPO # 060B2490022. The State conducted a competitive procurement for these goods and services.

The Rockville City Code states: Subsection (b) of Sec. 17-71. - Cooperative procurement authorized (b) The City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the procedure used by the City.

The original RFP conducted by the State of Maryland for Hardware and Associated Equipment and Services (HW) 2012 was awarded on October 31, 2012, with a contract term of 06/22/2016 - 11/14/2027.

DSI (DISYS Solutions, Inc.) is offering the goods and services on the same terms as provided to the State of Maryland.  This procurement is beneficial to the City to obtain the items in a timely and efficient manner and at a fair cost.

DSI (DISYS Solutions Inc.)  is a non-Minority, Female, Disabled or Veterans (non-MFD-V) business.
