Recommendation

Staff recommends that the Mayor and Council award and authorize the City Manager to execute three Rider Agreements for a total amount for all Agreements not-to-exceed $4,500,000 annually with terms and pricing consistent with Baltimore County Contract B-10000072 for Roofing Services, On-Call, Term Contract to with CitiRoof Corporation of Columbia, Maryland, Simpson Unlimited, Inc., of Manassas, Virginia, and Dynamic General Contracting, LLC., of Millersville, Maryland, for a period of one year with the option to renew for up to four additional years through March 4, 2029, in an annual amount not to exceed $4,500,000 per year (estimate of work to be up to approximately $1,500,000 per vendor), with funding subject to Mayor and Council annual appropriation.

Discussion

The Recreation and Parks Department is responsible for the integrity of roofs on more than 70 City facilities. Roof types vary and include asphalt shingles, slate, rubber, and metal. General roofing maintenance and repairs include minor patching and sealing, overlaying and sectional replacement, as well as repairs to associated components such as drains, gutters, and downspouts.

In 2020, a citywide survey was conducted to identify roofing deficiencies and to establish an estimated replacement schedule based on age and condition of the various roofs. Based on the survey, the Roofing Improvements project (420-900-RE21) was added to the Capital Improvements Program to fund those replacements.

These Rider Agreements will provide services for both minor repairs to various buildings as needed and planned sectional roofing replacements as identified in various CIP projects, such as Lincoln Park Community Center, Monument Park, Dogwood Park, Bouic House, and City Hall.

Mayor and Council History

This is the first time this item has been brought before the Mayor and Council.

Procurement

This Rider Agreement is in the best interest for the City to utilize, as the scope of work is very broad and includes all types of roofing repair and replacement services. Utilizing multiple contractors for these related services under a multi-year contract provides the best comprehensive work plan for this City need.

The Baltimore County Contract, which was competitively bid by Baltimore County, has hourly rates for several service categories, at estimated quantities greater than those required by the City. As such, this provides more competitive pricing based on higher volumes. The specific hourly rates are considered fair and reasonable based on other contracts reviewed.

Section 17-71 (b) of the Rockville City Code, Cooperative Procurement, states that the City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the City’s.

In accordance with Section 17-39(a) of the Rockville City Code, Awarding Authority, all contracts involving more than two-hundred and fifty thousand dollars ($250,000.00) shall be awarded by the Mayor and Council.

CitiRoof Corporation is a Non-MFD-V company.

Fiscal Impact

Funding for minor repairs and replacements is available in the Recreation and Parks (General Fund) operating budget within the Recreation Facilities and Parks and Facilities Maintenance divisions. Funding for minor repairs and replacements is also available in the Public Works (Water Fund) operating budget for the Water Treatment Plant.

Funding for larger planned roofing replacements is available in the Roofing Improvements CIP project (RE21) with total FY 2025 appropriations of $2.8 million.

Funding beyond FY 2025 is subject to appropriation by the Mayor and Council.

Next Steps

Once approved by the Mayor and Council, the City Manager will execute a Rider Agreement with CitiRoof Corporation, Simpson Unlimited, Inc., and Dynamic General Contracting, LLC.  Services will begin after execution of the Rider Agreements.
