Executive Summary

This project contains two associated applications: a Floating Zone Map Amendment Application and a Project Plan Application. Previously, these applications were presented in one combined staff report. As the project is being considered for decision by Mayor and Council at this meeting, the applications are covered in two separate staff reports within this agenda to account for the specific actions that will be considered for each application. The Mayor and Council must first decide on an Ordinance for the Floating Zone Map Amendment and then act on a Resolution for the Project Plan.

Update Based Upon Discussion and Instruction

At the August 5, 2024 meeting, the Mayor and Council directed staff to prepare a Resolution to approve Project Plan Application PJT2024-00019 and an associated Ordinance for Floating Zone Map Amendment Application MAP2024-00120. Staff has drafted the attached Resolution that includes the proposed findings for the Project Plan application. The complete staff report is included in a separate item in this meeting agenda along with the Ordinance for the Map Amendment Application.

Next Steps

If the Mayor and Council adopt the proposed Ordinance for the Floating Zone Map Amendment and then, the proposed Resolution for the Project Plan, the Applicant may proceed with the Level 2 Site Plan phase of the development review process.
