Recommendation
Staff recommends the Mayor and Council discuss and possibly take action to adopt an amendment to the Governing Body’s current Rules and Procedures.

The amended Rules and Procedures will become effective upon adoption.
Discussion
The current Rules and Procedures are based on the fact that the body had 5 members, not 7 members. The City Attorney has drafted an amendment to the current Rules and Procedures (attached), more appropriate for a 7-member body and not a 5-member body, for the Mayor and Council’s consideration.
Mayor and Council History
The current Rules and Procedures were initially approved by the Governing Body on April 21, 2008, and were subsequently amended by the Governing Body on December 7, 2009, February 14, 2011, and July 13, 2020.
Next Steps
If the Mayor and Council do not adopt the amendment to the Rules and Procedures, then, if directed, staff will make additional changes and bring the item back on a future agenda.
