Recommendation
Staff recommends authorization for the City Manager to sign an agreement with the U.S. Department of Transportation Federal Highways Administration for the FY 2023 Safe Streets and Roads for All program grant.

Discussion
Department of Public Works (DPW) staff applied for, and received, grant funding through the FY 2023 Safe Streets and Roads for All (SS4A) program to evaluate multimodal safety and propose improvements to thirty intersections within the City of Rockville. This project will contribute to implementing the city’s Vision Zero Action Plan and will continue ongoing collaboration with the Maryland Department of Transportation State Highway Administration (MDOT SHA).
The grant agreement (Attachment A) is the first step for the city to seek a qualified consultant and implement the project.
The 2020 Vision Zero Action Plan includes two action items that directly address improving multimodal roadway safety at intersections.
Action Item 4: Evaluate Crossings and Unsignalized Intersections
Action Item 6: Improve Traffic Signals
For the past two years, DPW staff has carried out an annual Vision Zero Intersection Safety Audit program to evaluate intersections with a history of injury and/or fatal crashes, and construct improvements to address deficiencies. Five city-owned and maintained intersections are evaluated per year. DPW staff has also collaborated with MDOT SHA to evaluate state-owned intersections. MDOT SHA has evaluated 11 intersections and is in the process of implementing improvements.
The SS4A project will evaluate 10 city-owned and 20 state-owned intersections in Rockville.

The anticipated deliverable of this project will be a comprehensive evaluation of each intersection and outline existing conditions, multimodal safety issues, potential improvements, and a construction cost estimate as well as the expected safety benefit for each improvement. This information will be used by the city to construct improvements on city-owned intersections and to further collaborate with MDOT SHA to implement the proposed improvements on state-owned intersections.

Mayor and Council History
This is the first time DPW staff has brought this agenda item to the Mayor and Council.

Procurement
After the agreement is fully executed. DPW staff will coordinate with Procurement to obtain a qualified consultant to carry out the technical aspects of this project.

Fiscal Impact
The total project cost is $400,000 of which $320,000 is grant funded. The remaining $80,000 will be provided by the city as the local match through the Pedestrian and Bicycle Safety CIP (TD21) (Attachment B).

Boards and Commission Review
As part of the grant application process, DPW staff raised this project idea with the Rockville Pedestrian Advocacy Committee (RPAC), the Rockville Bicycle Advisory Committee (RBAC), and the Transportation and Mobility Commission (TMC) in Spring 2023. Each of these groups provided a letter of support for the grant application.

Next Steps
After Mayor and Council authorization, the City Manager will execute the grant agreement and DPW staff will coordinate with U.S. Department of Transportation Federal Highways Administration staff to initiate the project.
