Recommendation
Staff recommends the Mayor and Council award and authorize the City Manager to execute a contract with Colossal Contractors, Inc., of Burtonsville, Maryland, subject to approval as to legal form by the City Attorney, for bus stop maintenance services responsive to IFB #31-24 through June 30, 2025, with an option to extend for four (4) additional one-year periods in the aggregate amount not to exceed $991,400 over a 5-year period.
Discussion
The City issued IFB #31-24 to obtain bids for contractor services for bus stop and bus shelter maintenance for Montgomery County Department of Transportation (MCDOT) RideOn and Washington Metropolitan Area Transit Authority (WMATA) bus stops located within the City limits. Typical services under the contract that is being awarded pursuant to this agenda item include regularly occurring tasks such as trash removal, and others on an as-needed basis, such as removal of graffiti, removal and replacement of broken shelter panels, and removal of snow and ice. This contract also includes installation of various amenities including shelters, benches, trash cans, or bike racks.
The award of this contract is for services beginning in fiscal year 2025, with the option for four (4) additional one-year periods, to be renewed on an annual basis.
There are approximately 500 bus stops located within the city. These stops are utilized by MCDOT RideOn bus service and the WMATA Metrobus service. Since December 2008, the city has been responsible for the maintenance of bus shelters and trash cans at bus stops within the City limits. Currently, there are 75 bus shelters and approximately 90 trash cans at bus stops inside the city. Since 2008, the city has utilized cooperative agreements with Montgomery County for the maintenance of bus stops and snow removal. However, compared to the County, there are a select few tasks that the City typically uses for maintenance, and it is believed to be in the City’s best interest to award its own contract which enables staff to have a contractor in call for those core tasks.

Procurement
Staff prepared and publicly advertised IFB #31-24 in accordance with the Rockville City Code Section 17-61. IFB #31-24 was posted on the City website and electronically provided to 510 prospective bidders via the State of Maryland eMaryland Marketplace Advantage (eMMA) system. Of the 510 prospective bidders, 142 were Disadvantaged Business Enterprises (DBE), 143 were Minority Business Enterprises (MBE), and 58 were Veteran Small Business Enterprises (VSBE).
IFB #31-24 was issued on April 22, 2024, and the bid opening occurred on May 8, 2024. Six bids were received as noted in the table below.

Just Work Landscaping did not provide a bid bond, which is grounds for disqualification from the bids. Therefore, the responsive and responsible low bidder is Colossal, Contractors, Inc.
In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) All contracts involving more than one hundred thousand dollars ($100,000) shall be awarded by the Mayor and Council.

Fiscal Impact
There are sufficient funds for this contract in the FY 2025 Traffic and Transportation Division operating budget, within the Transportation Improvements Program. This Special Activities Fund account is funded by Transportation Improvement Fees collected from developers.
This contract establishes unit prices for work contemplated in any given year. It is not designed to serve as an exact annual contract amount. Budget appropriations will adjust annually based on planned work and the level of developer fees collected. All future funding is subject to appropriation.
Next Steps
Upon Mayor and Council approval, the Procurement Division will complete execution of the contract with Colossal Contractors, Inc.
