Recommendation
Staff recommends the Mayor and Council authorize the City Manager to execute the Subaward Agreement Relating to the Hazard Mitigation Assistance Subaward between the Maryland Department of Emergency Management regarding the Flood Resiliency Master Plan (Attachment A).

Discussion
The City of Rockville was awarded $700,000 under the 2022 Flood Mitigation Assistance Program. This program is funded by the Federal Emergency Management Agency (FEMA) with awards to the state (Maryland Department of Emergency Management (MDEM)). The City is a subrecipient of this grant and, as such, will have an agreement with MDEM to receive this funding.
The funds will be used to help develop the City’s Flood Resiliency Master Plan (SA23). The goal of this Flood Resiliency Master Plan is to assess the entire 13.5 square miles of the city and ensure that flood resiliency projects are identified and implemented in an equitable, transparent, and consistent manner by completing a holistic and comprehensive evaluation of the City’s entire stormwater system and potential flood risk areas.

Mayor and Council History
This is the first time this item was brought before the Mayor and Council.

Fiscal Impact
The Flood Resiliency Master Plan (SA23) (Attachment B) is a CIP in the FY25 approved budget. The Hazard Mitigation funding will supplement the City’s Stormwater Fund contributions to this project. This new grant revenue is included on the first FY 2025 budget amendment.

Next Steps
Upon receiving authorization, the City Manager will sign the Subaward Agreement Relating to the Hazard Mitigation Assistance Program and the City will continue the procurement process for the contractor to develop the plan.
