Recommendation
Staff recommends the Mayor and Council award and authorize the City Manager to Execute a Rider Agreement for the purchase of various hardware, software, support, and professional services to DSI of Ashburn, VA, in an amount not to exceed $465,258.18.

Discussion
The City facility located at 6 Taft Court is set to open later this year for staff currently working at the Gude Drive Public Works Maintenance Facility located off Gude Drive. The new building will not only serve as the new Gude facility but will also function as the primary disaster recovery site for the IT department as well as the Emergency Operations Center (EOC).
As part of this transition, IT staff will relocate all network equipment currently in use at the maintenance facility. Work includes the migration of critical equipment such as dark fiber, the phone system server and PRI lines, core switches, and other essential systems.
IT staff will complete the migration and relocation of dark fiber, PRI lines and existing equipment from Gude Drive to the new building in Phase 1 and will move additional equipment from the Disaster Recovery site at the Senior Center to the new building in Phase 2. Additionally, there may be a need to relocate the Procom Radio system used by Public Works dispatch from Gude to 6 Taft or to Fleet Services - also currently housed at the Gude Drive Public Works Maintenance Facility.
The transition will be conducted in phases, not all tasks will happen simultaneously, and dates are subject to change.

Procurement
This purchase rides the State of Maryland Hardware and Associated Equipment and Services (HW) 2012 Contract BPO # 060B2490022. The State conducted a competitive procurement for these goods and services.
The Rockville City Code Sec. 17-71. - Cooperative procurement authorized states at subsection (b): “The City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the procedure used by the City.”
The original RFP conducted by the State of Maryland Department of Information Technology (DoIT) for Hardware and Associated Equipment and Services (HW) 2012 was awarded on October 31, 2012, with a contract term of 06/22/2016 - through 11/14/2027. The term of this Rider Agreement (the “Term”) is from the Effective Date until November 14, 2027. The Term may be extended by mutual agreement of the Parties in writing, subject to the extension of the term of the Amended DoIT Contract, as may be further amended.
DSI is offering the goods and services on the same terms as provided to the State of Maryland. This procurement is beneficial to the City to obtain the items in a timely and efficient manner and at a fair cost.
DSI is a non-Minority, Female, Disabled or Veterans (non-MFD-V) business.
