Discussion
The City has approximately 120 publicly-owned and maintained underground stormwater facilities varying in type from oil/grit separators, underground vaults, flow splitters, below ground sand filters, and proprietary devices such as Stormceptor and StormFilter. Typical maintenance activities include sediment and debris removal, filter media replacement and concrete, brick, and metal repairs. The State of Maryland requires the City to keep these facilities functioning as designed. Executing this contract will allow the City to effectively clean and maintain its underground stormwater facilities to comply with state law and maintain their water quality treatment and water quantity control function.
Establishing this on-call maintenance contract in an amount not-to-exceed $435,000 annually, allows the department to efficiently and effectively maintain facilities as needed. Generally, cleaning and inspections on underground stormwater facilities will be carried on a three-year cycle with approximately 40 facilities being worked on in a given year. Staff also addresses blockages and other issues on an as-needed and/or complaint-driven basis.
