Recommendation
Staff recommends the Mayor and Council ratify and approve the City Manager’s earlier execution of the attached Inter-government Agreement between the Mayor and Council and the Maryland Department of Emergency Management.
Discussion
The City applied for and received notice of grant award funding via the Federal Emergency Management Agency’s (“FEMA”) Emergency Operations Center Grant Program Grant (“EOCGP Grant”) through the Community Project Funding/Congressionally Directed Spending program (“CDS Program”). The Maryland Department of Emergency Management (“MDEM”) typically administers the EOCGP grants to eligible Subrecipients, yet for FY 2024, the EOGP Grant identifies MDEM as the 2024 CDS Program recipient rather than the City.
An EOCGP Grant award via the CDS Program is conditioned upon the City providing the non-federal cost share for the EOCGP Grant and adhering to the approved scope of work outlined in the FY 2024 FEMA Notice of Federal Opportunity (“NOFO”) that accompanied the EOCGP Grant.
This agreement (Attachment 1) primarily sets forth the understanding, respective duties, and obligations in providing for payment of the non-federal cost share and carrying out the responsibilities of the EOCGP Grant as set forth in the FEMA NOFO. It ensures that the City maintains sole and complete responsibility for the City’s non-federal cost-share portion of the EOCGP Grant (the “EOCGP cost-share”). The EOCGP cost-share amount for this project is $197,500 out of the total project cost of $790,000.
MDEM first provided a draft of this agreement to City staff on September 27and required that it be returned to FEMA no later than October 15. The final draft agreement was not obtained from MDEM until October 10. This necessitated the City Manager to execute the agreement prior to Mayor and Council approval.

Fiscal Impact
This project is funded in the Maintenance and Emergency Operations Facility Improvements (GD19) CIP project (attached). This grant revenue of $592,500 was included in the FY 2025 Adopted Budget. Sufficient funding is available in this project for the award of the $197,500 of matching funds that are required for this grant.

Next Steps
If ratified by the Mayor and Council, the City Manager will provide MDEM with documentation of the ratification and approval.
