Recommendation
Staff recommends that the Mayor and Council authorize the City Manager to release and extinguish an existing stormwater management easement recorded at Book 64500, Page 106 in the Montgomery County Land Records in conjunction with the Twinbrook Quarter redevelopment on Lot 24, Block A, The Pike.

Discussion
This item seeks Mayor and Council approval of and authorization for, the City Manager to execute on its behalf the release and extinguishment of an existing stormwater management easement recorded at Book 64500, Page 106 in the Montgomery County Land Records on the property located at Lot 24, Block A, The Pike.
As part of the Twinbrook Quarter redevelopment, the Applicant, Twinbrook Quarter L.L.C, was required to provide an easement to the City for a stormwater management facility in an area not dedicated as Right-of-Way (ROW) and received permit approval to install the facility serving the new subdivision. This easement will no longer be necessary because the facility has been relocated on the same parcel due to the developer expanding the limits of demolition and construction. The new easement associated with the relocated facility has been recorded in the Land Records of Montgomery County.
The locations of the existing easement to be extinguished and the new easement are shown (Attachment 1). The draft document, “Release and Extinguishment of Stormwater Management Easement” (Attachment 2) and the “Grant of Stormwater Management Easement” (Attachment 3) are provided.
