Recommendation
Staff recommends that the Mayor and Council receive the Procurement Department’s Special Presentation (Attachment 1).

Discussion
Over the past year, the Procurement Department has focused on improving how procurement supports City operations and serves the business community. Streamlining efforts have emphasized closer coordination among departments, Procurement, and the City Attorney’s Office, while reducing duplicate work and reviewing opportunities to simplify procurement procedures.
Vendor outreach initiatives seek to help businesses better understand City processes and prepare for contracting opportunities, with additional outreach to Minority, Female, Disabled, or Veteran Owned (MFD-V) owned businesses. Operational improvements include employee training, more accessible procurement information, and clearer guidance for contract administration and vendor performance evaluations. The Procurement Department is also working with a user department to identify opportunities for environmentally responsible procurement and develop sustainability guidance and solicitation requirements.
Building on this progress, the Procurement Department will continue finding ways to make procurement more efficient and responsive to City needs. Proposed progress indicators will help track implementation, assess results, and identify where further adjustments may be needed.
