Recommendation
Staff recommends the Mayor and Council authorize the City Manager to execute a Cost Sharing Agreement with the Maryland State Highway Administration for the design of the Scott and Veirs Drive Shared-Use Path Project.
Discussion
The City was awarded a federal Transportation Alternative Program (TAP) grant and entered into a supplemental agreement with Maryland Department of Transportation State Highway Administration (MDOT SHA) in December 2025 (Attachment 1). This agreement outlined each agency’s responsibilities for the project, which includes the design of a 1.2 mile shared-use path along Scott Drive and Veirs Drive between Glen Mill Road and Wootton Parkway, connecting the City of Rockville with the North Potomac area of Montgomery County. The grant award for design is $200,000.
With the use of federal funding, all project activities are subject to state and federal requirements, including procurement of consultant services. For ease of procurement for the design consultant, a design consultant with an existing contract with SHA was utilized, whose procurement process met all the state and federal requirements. In July and August 2026, the City and MDOT SHA received a proposal and conducted negotiations with the design consultant team, an EBA Engineering and iDesign Engineering joint venture. The scope and fee were agreed upon, and MDOT SHA provided the City with the Cost Sharing Agreement (Attachment 2) which documents the costs for services provided by MDOT SHA, via their consultant team, on behalf of the City. The final proposal satisfies the project scope and meets the project budget with $200,000 grant funding and $226,540.51 local match by the City.

Mayor and Council History
This is the first time this item has been brought before the Mayor and Council.

Fiscal Impact
This grant award and sufficient matching funds are budgeted in the Scott-Veirs Drive Shared Use Path (TA23) CIP project (Attachment 3).
Next Steps
If authorized, the City Manager will sign the agreement, and staff will forward the signed document to MDOT SHA for signature. A purchase order will then be issued to MDOT SHA and design will begin.
