SUBJECT:                     Mellott Drive Private Alley Name Assignment

 

On October 9, 2024, the Planning Commission approved Level 2 Site Plan STP2024-00474, authorizing redevelopment of an existing church site into 36 two-over-two residential condominium units on property located at 5906 Halpine Road. Site Plan approval was preceded by the Mayor and Council’s approval of Project Plan PJT2024-00019 on September 9, 2024. Following Site Plan approval, the Planning Commission also approved record plat application PLT2025-00642 on December 10, 2025 to implement the previous approvals.

 

Typically, street names are included on Final Record Plats at the time of approval, as the Planning Commission is tasked with establishing street names per the new as well as the prior code.

 

The subject site is considered a corner lot, having street frontage along both Halpine Road and Ardennes Avenue. However, the project will provide one (1) point of vehicular access to the site via a private alley from Halpine Road. In consideration of several factors including ensuring safe and efficient access for Emergency Medical Service (EMS) responders and delivery services, staff recommends that the approved private alley be named “Mellott Drive” (see Attachment #1 - 5906 Halpine Road Private Alley Exhibit) as requested by the project developer Pulte Group. They have noted that the proposed alley name reflects the last name of the land development manager that is stewarding the project to completion.

 

Authorization of the proposed alley name along with the subsequent addressing will help ensure efficient services can be provided to the future residential units that are addressed with the same street name.
