Recommendation
Staff recommends that the Mayor and Council award and authorize the City Manager to execute a Contract responsive to IFB #01-25, for construction of the King Farm Farmstead Electric Infrastructure capital improvements program (CIP) project, to Electric Advantage, Inc., of Rockville, Maryland, in an amount not-to-exceed $708,856.28, for a term of 150 calendar days.

Discussion
This base bid project consists of supplying all the labor, equipment, tools, materials, and quality control testing/inspections for the comprehensive “Turn-Key” installation of electrical infrastructure services from Pepco into the Dairy Barns and Main House at King Farm Farmstead Park as well as electric infrastructure within five to ten feet of the remaining building on the site.

Mayor and Council History
Although the King Farm Farmstead Park has been before the Mayor and Council several times regarding various projects, this is the first time the construction, installation, and upgrade of the electrical infrastructure for the site has been brought before the Mayor and Council.

Public Notification and Engagement
Recreation and Parks staff will work with the King Farm Assembly and the community garden president to communicate with the neighborhoods surrounding the site and stakeholders. In addition, signs will be posted prior to contractor mobilizing to the site, and staff will work with the contractor and community garden leaders to limit the impact and provide access to the gardens during construction.

Boards and Commissions Review
The Recreation and Park Advisory Board reviews projects within the CIP annually during the budget process.

Procurement
Staff developed and publicly advertised IFB #01-25, in accordance with the City of Rockville Procurement Ordinance Section #17-61. The IFB was posted on the City’s website and electronically provided to 1,100 prospective bidders via the State of Maryland’s Marketplace Advantage (eMMA) system. Of the 1,100 prospective bidders, using the new system reporting capabilities, 188 were Disadvantaged Business Enterprises (DBE), 194 were Minority Business Enterprises (MBE), and 74 were Veteran-Owned Small Business Enterprises (VSBE). Two (2) sealed bids were received electronically and opened on October 18, 2024. Electric Advantage, Inc. was the lowest responsive and responsible bidder.

Staff reviewed all of the references provided by Electric Advantage, Inc., and have found them to be satisfactory.
In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) all contracts involving more than two hundred and fifty thousand dollars ($250,000) shall be awarded by the Mayor and Council.
Electric Advantage, Inc., is a non-MFD-V business.

Fiscal Impact
Sufficient funds are available in the King Farm Farmstead Electric Infrastructure (RB23) project (Attachment 2). Following bid openings, projected budget capacity of $245,920 identified in the King Farm Farmstead Fire Suppression project (RB21) was transferred to the King Farm Farmstead Electric Infrastructure project (RB23) to facilitate this award.

Next Steps
Upon Mayor & Council award, the Procurement division will prepare contracts and obtain necessary insurance and bonds from Electric Advantage, Inc.
