Recommendation
Staff recommend that Mayor and Council approve a grant agreement with the Rockville Volunteer Fire Department (RVFD), enabling the city to disburse the awarded $250,000.00 in FY26 grant funds to RVFD for an emergency vehicle purchase.

Discussion
As part of the FY26 Community Services and Enrichment Grant program, Mayor and Council approved a $250,000 contribution to RVFD toward the purchase of an emergency vehicle. Because of the amount awarded, in accordance with city code, the grant agreement [see attachment 1 RVFD Agreement Truck 2026 Final Draft] must also be approved by Mayor and Council for DHCD and Procurement to authorize the disbursement. RVFD has provided an EMS vehicle work order exceeding $250,000, which can be found in the agreement, exhibit A. Once RVFD receives the grant funds, they will complete the vehicle purchase, with delivery expected by July 2026. The agreement requires that RVFD submit documentation of the completion of the purchase and vehicle receipt by the end of September 2026.

Fiscal Impact
The Mayor and Council committed reserves of $250,000 in the FY26 budget ordinance. This was formally appropriated with the first budget amendment of FY26 and these funds are available to be disbursed to RVFD.

Next Steps
Once approved, DHCD will coordinate the execution of the grant agreement and disbursement of funds with Procurement. DHCD will also coordinate final documentation of the purchase from RVFD by the deadline, in accordance with the grant agreement.
