Recommendation

Staff recommends the Mayor and Council award and authorize the City Manager to execute a Professional Services Agreement with Mead & Hunt Inc., a Wisconsin corporation, in the amount not to exceed $686,972.02 for an initial term through December 31, 2026, with the option to renew for two additional years, subject to approval as to legal form by the City Attorney.

Discussion

The Traffic and Transportation Division received a $280,000 grant awarded by The National Capital Region Transportation Planning Board 2020 Transportation Alternative Program (TAP) managed by Maryland Department of Transportation State Highway Administration (MDOT SHA) on September 23, 2019 (Attachment 1). The TAP Grant funds the Rockville North Stonestreet Avenue Sidewalk Improvements.

 

This complete street project designs street and sidewalk improvements along Park Road and N. Stonestreet Avenue near the Rockville Metro Station to provide safer multimodal transportation. The project consists of two phases: Phase 1 - Park Road improvement and traffic signal reconstruction at the intersection of S. Stonestreet Avenue and Park Road; and Phase 2 - N. Stonestreet Avenue road improvements between Park Road and Lincoln Avenue.  

Mayor and Council History

The Mayor and Council authorized the Memorandum of Understanding (MOU) with MDOT SHA for North Stonestreet Avenue Sidewalk Improvements project by utilizing the FAST-Act FUNDS in the amount of $280,000 for the project and executed the MOU on December 28, 2020 (Attachment 2).  A project extension for the MOU was signed and executed on May 23, 2023 (Attachment 3).

Procurement

Staff prepared and publicly advertised RFP #05-23, Stonestreet Corridor Improvement Project, in accordance with the City of Rockville Procurement Code Section 17-62. On June 16, 2023, RFP 05-23 was posted on the City’s website and was provided to suggested sources. It was also electronically provided to prospective respondents via the State of Maryland’s electronic procurement system, eMaryland Marketplace Advantage.

 

An evaluation committee was formed and was comprised of Traffic and Transportation Division staff. The committee followed Federal and State of Maryland General Conditions for the evaluation and scoring of six proposals, received on August 22, 2023, as provided in Table 1. A Disadvantaged Business Enterprise (DBE) participation goal of 10% was established for this project in accordance with State Minority Business Enterprise law, State Finance and Procurement Article §14-308(a)(2), Annotated Code of Maryland.

The evaluation committee reviewed and ranked all six written proposals based on the criteria found in Table 2. Please note, respondents were not asked to include hourly rates or costs within their written proposals. This information helped the committee members have a sense of the time commitment that is expected and whether the responding firm understands the City’s requirements.

The first-ranked company was unable to provide a price within the City’s funding. The second-ranked firm was able to provide a price within the City’s funding.  Staff checked references and is of the opinion that Mead & Hunt, Inc., will provide the overall best value to the City for this design work. The firm ranking is provided (Attachment 4).

 

References were contacted for Mead & Hunt, Inc., and all received were favorable of their experiences with Mead & Hunt, Inc. The draft contract is provided (Attachment 5).

Fiscal Impact

Adequate funding is available in the Stonestreet Corridor Improvements (TA20) project (Attachment 6). Project appropriations include the $280,000 Transportation Alternative Program federal grant.

Next Steps 

Upon Mayor and Council award, the Procurement Division will obtain insurance certificates, contract signatures, and will issue a contract to Mead & Hunt, Inc.
