Recommendation
Staff recommends that the Mayor and Council award and authorize the City Manager to execute a rider agreement for an amount not to exceed $200,000 with terms and pricing consistent with Montgomery County Public Schools Contract #9747.2, for Carpenter Contractor Services at Various Facilities to Colossal Contractors, Inc. of Burtonsville, Maryland for a period of one (1) year through May 7, 2027 with the option to extend for (1) one additional year through May 7, 2028.
Discussion
Staff will utilize repair services based on the wide variety of categories bid such as painting, carpentry, plumbing, electric, masonry, and drop ceiling repair.

This is the first time this item has been brought before the Mayor and Council.
Procurement
This is a cooperative procurement through the Montgomery County Public Schools Contract #9747.2. By using the multi-year Montgomery County Public Schools’ contract for carpenter contractors’ services, the City can benefit from saving both time and money. Pricing may be more competitive as Montgomery County Public Schools is a larger agency and may have had a better response to their bid, and a review of current industry pricing shows that the labor rates and materials mark-up rate provided are reasonable.
In accordance with Rockville City Code, Section 17-71(b), Cooperative Procurement, the City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided to other State or local governments or agencies thereof, who have arrived at those terms through a competitive procurement procedure similar to the procedure used by the City.
In accordance with Rockville City Code, Section 17-39(a), Awarding Authority, all contracts involving more than two hundred fifty thousand dollars ($250,000) shall be awarded by the Mayor and Council.
Colossal Contractors, Inc. is a Non- Minority, Female, Disabled, or Veteran (Non-MFD-V) company.

Fiscal Impact
Services under this agreement are intended to be provided on an as-needed basis. Funding is available in various Recreation and Parks operating accounts, and funding may also be provided for work associated with capital projects.
All future budget appropriations are subject to Mayor and Council approval.

Upon Mayor and Council approval, the Procurement Department will issue a contract to Colossal Contractors, Inc.
