Recommendation

Staff recommends that the Mayor and Council authorize the City Manager to execute an Amendment to the Rider Agreement with Gale Associates, Inc. of Towson, Maryland, for Multi-Year Consultant Services for Building Envelope Construction and Repair work at City facilities in the amount not-to-exceed $390,000 annually through November 18, 2026, with the option to extend through November 18, 2029.  

Discussion

The City of Rockville requires roof consulting services for citywide facilities with various types of roofing systems. The integrity and care of the roof system is paramount to the long-term preservation of a building. Roof system maintenance is an ongoing process with the ultimate objective of providing watertight roof systems to our municipal buildings. The city has replaced entire roof systems on 25 facilities over the last ten years, and each roof is expected to last about 15-20 years. The roofing consultant services will include regular inspection of roofs and corrective maintenance recommendations.

 

On January 22, 2024, Mayor and Council awarded the Multi-Year Consultant Services for Building Envelope Construction and Repair work to Gale Associates, Inc. in an amount not-to-exceed $140,000 annually. The current agreement is effective through November 18, 2026. The projected number of projects necessitates the additional $250,000 for a total not-to-exceed amount of $390,000, hence the Amendment. 

 

The contractor is utilized for engineering services on roofing projects such as Elwood Smith Recreation Center, Twinbrook Recreation Center, Onley Building Storage Building, Hillcrest Park Shelter, College Gardens Park Shelter, and other city facilities.

Mayor and Council History

On January 22, 2024, Mayor and Council awarded the Multi-Year Consultant Services for Building Envelope Construction and Repair to Gale Associates, Inc. in an amount not-to-exceed $140,000.

Procurement

This is a cooperative through the Charles County Public Schools Contract #PCBECR 2223-1.  By using the Charles County Public Schools Contract, the city can benefit from a broad scope of work that includes various types of roof consulting services, inspections, moisture intrusion investigations, preparation of plans and specifications, as well as construction support for building envelope construction and repairs. Utilizing a single contractor for these related services under a multi-year contract provides the best comprehensive work plan for this City need. 

The Charles County Public Schools Contract has hourly rates for several professional personnel service categories, at estimated quantities greater than those required by the City. As such, this provides more competitive pricing based on higher volumes. The specific hourly rates are considered fair and reasonable based on other contract reviews.

 

Section 17-71 (b) of the Rockville City Code, Cooperative Procurement, states that the City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided to other state or local governments or agencies thereof who have arrived at those terms through a competitive procurement procedure similar to the City’s.

In accordance with Section 17-39(a) of the Rockville City Code, Awarding Authority, all contracts involving more than two hundred fifty thousand dollars ($250,000.00) shall be awarded by the Mayor and Council.

 

The city has utilized Gale Associates, Inc. in the past and has found this vendor to be satisfactory and understands City expectations.

 

Gale Associates, Inc. is a Non- Minority, Female, Disabled or Veteran (Non-MFD-V) company.

Fiscal Impact

Funding is available in the Recreation and Parks Roof Replacements: FY26-FY30 (RD26) CIP project (Attachment 2).  Future funding is subject to appropriation by the Mayor and Council.

Next Steps 

Once approved by the Mayor and Council, the City Manager will execute the Amendment to the Rider Agreement with Gale Associates, Inc. Consultant Services for Building Envelope Construction and Repair.
