Recommendation
Staff recommends that the Mayor and Council discuss rent stabilization in this work session and direct staff accordingly following the discussion. 
Change in Law or Policy
If directed to develop a hard-capped rent stabilization program, the program's structure may require changes to the respective city code chapters.

Discussion
At the June 16th, 2025, Mayor and Council meeting, two councilmembers requested a work session for the body to consider a rent stabilization framework that includes:
1. Capping rent increases
2. Banning junk fees
3. Providing exemptions
4. Providing a petition process for requested waivers and
5. Strong enforcement

Fiscal Impact
A detailed fiscal impact analysis of the rent stabilization program would be conducted if direction is provided to staff to pursue its development.

Following the work session discussion, staff will follow up with any direction received from the body.
