Award and authorize the City Manager to execute a contract (Attachment 1) with LSG Landscape Architecture, of Tysons, Virginia, for a negotiated value of $775,000, for RFP #08-25 - RedGate Park Improvements: Concept, Design, and Construction Administration Services.

Discussion

This contract will implement the Re-Imagining RedGate Park Master Plan, adopted by the Mayor and Council on October 17, 2022. The negotiated contract value includes the Base Price ($613,296.00), Add Alts A-1 to A-5 ($106,422.00), and design contingency ($55,282.00) for additional site and subsurface explorations, design, engineering, and permitting, as needed. This work, partially funded by grants, consists of site and underground utility design, the layout and design of the playground, picnic pavilions, community gardens, and dog park, as well as a long-term plan for implementing the remainder of the master plan.

Mayor and Council History

This is the first time this contract award has been brought before the Mayor & Council. The Re-Imagining RedGate Park Master Plan was adopted by Mayor and Council on October 17, 2022.

Procurement

Staff prepared and publicly advertised RFP #08-25 on June 2, 2025, in accordance with Rockville City Code section 17-62. RFP #08-25 was posted on the City’s website and was provided to suggested sources. It was also electronically provided to 301 prospective respondents via the State of Maryland’s electronic procurement system, eMaryland Marketplace Advantage (eMMA) system. An optional pre-proposal meeting was held on June 17, 2025, and a guided site visit was held at the facility on June 11, 2025. Of the 301 prospective respondents, using the new systems reporting capabilities, 45 were Disadvantaged Business Enterprises (DBE), 45 were Minority Business Enterprises (MBE), and 11 were Veteran Small Business Enterprises (VSBE). An evaluation committee was formed that consisted of City staff.

 

On the due date, August 20, 2025, the City received six (6) proposals, as provided in Table 1, for the RedGate Park Improvements: Concept, Design, and Construction Administration Services.

The evaluation committee reviewed and ranked all six (6) written proposals based on the criteria provided in Table 2.

As a result of the written proposal evaluations, LSG Landscape Architecture, Design Workshop, and Olin Partnership Ltd, were invited for interviews with the evaluation committee. Upon completion of interviews, the finalists were evaluated and ranked based on the criteria provided in Table 3 below.

Based on the proposal and interview content, and after thorough discussions and negotiations, the evaluation committee unanimously determined that LSG Landscape Architecture should receive the award. LSG Landscape Architecture provides the best value and demonstrates its ability to conduct the RedGate Park Improvements: Concepts, Design, and Construction Administration Services. The firm’s qualifications, methodology, experience in managing grant-funded projects, and understanding of the City’s needs are clear from their proposal and interview.

 

The firm’s prior work shows the ability to work well with municipal governments on Recreation and Parks projects, manage the design and permitting process, and ensure projects stay on schedule and within budget. Their approach of partnering with a recognized arboreta expert, plus having local expertise in the regulatory processes as well as experience managing grant funding, will be an asset to this project. LSG Landscape Architecture is a Small, Women and Minority-Owned company.

 

In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) All contracts involving more than two hundred fifty thousand dollars ($250,000.00) shall be awarded by the Mayor and Council.

Fiscal Impact

Funding for this project is provided within the RedGate Park Master Plan Implementation (RE23) project (Attachment 2). This CIP designs and constructs park and arboretum improvements at RedGate Park. Sufficient funding is available in this project for award.

 

Funding for the RedGate Park Master Plan Implementation project (RE23) includes an LWCF grant that provided $1,500,000 to the project and Project Open Space (POS) funding that provided $2,000,000 to the project. 

Next Steps 

Upon Mayor & Council award, the Procurement department will prepare the contract for signature and obtain necessary insurance from LSG Landscape Architecture.
