Recommendation
Staff recommends that the Mayor and Council authorize the City Manager to execute Amendment 2 to the grant agreement between the city and the Maryland Energy Administration for the Streetlight and Outdoor Lighting Efficiency FY2024 Grant Program.

Discussion
The city applied for and was awarded $130,600 from the Maryland Energy Administration (MEA) as part of their FY2024 Streetlight and Outdoor Lighting Efficiency (SOLE) grant program. This grant is used to supplement funding for phase 3 of the city’s LED Streetlight Conversion capital improvements program (CIP). Phase 3 of the CIP is scheduled to convert roughly 730 city-owned streetlights and is the final phase of the overall project.
The SOLE grant agreement (Attachment 1) was previously extended through Amendment 1 (Attachment 2) to extend the grant period from 10/27/25 to 10/27/26. This amendment 2 (Attachment 3) further extends the grant period to 4/30/27. The extended grant duration is needed to ensure that the entire project can be completed within the grant period. Work for this phase of the CIP started the week of 8/24/26 but the contractor has alerted staff that not all the streetlight fixtures will arrive until mid-October. This delay in delivery of project materials potentially extends the project completion date past the current grant period and therefore, an extension from MEA is needed. No other terms of the grant agreement are modified by either Amendment 1 or Amendment 2.

Mayor and Council History
The Mayor and Council authorized the city manager to execute the grant agreement on October 28, 2024, and to execute Amendment 1 to extend the duration of the grant term on March 2, 2026.

Next Steps
The City Manager will execute Amendment 2 to the grant agreement, extending the period of the grant and staff will send back to MEA.
