Staff recommends the Mayor and Council ratify and approve the City Manager’s earlier execution of the attached Grant Agreement with the State of Maryland.

Discussion

On October 30, 2024, the State of Maryland awarded Rockville a $135,868 grant towards the upgrade of the City’s Cybersecurity Exposure Management System. This upgrade is necessary to centralize visibility, vulnerability, and exposure management across information technology (IT) and operational technology (OT) systems at the Water Treatment Plant. Internal evaluations of the ongoing operating costs associated with this new technology delayed a formal decision to accept the grant. However, after a successful negotiation with the vendor which resulted in significant price concession and reduced operating cost impact, the City manager executed the Grant Agreement on Friday, December 13, 2024, and ratification of that execution is requested. 

 

Fiscal Impact

No matching funds are required for this grant. The upgrade will have an ongoing operating budget impact of approximately $40,000 per year starting in fiscal year 2028.

Next Steps

If ratified by the Mayor and Council, the State will be notified of the formal ratification and IT will proceed with the project.
