Recommendation
Staff recommends the Mayor and Council authorize the City Manager to approve Amendment 3 with MWCOG for the Enhanced Mobility Grant to extend the period of performance.

Discussion
The City of Rockville received a $395,000 grant awarded by MWCOG for the Enhanced Mobility of Seniors and Individuals with Disabilities Program. This grant partially funds two city projects. The first project, which has been completed, was an enhancement project for bus stops located within the city. The second is the Potomac Valley Road Sidewalk Project, which is currently under construction. The period of performance from the grant agreement expired on July 31, 2025. This third amendment is a no-cost extension agreement adding two additional years to the agreement for a new period performance ending date of July 31, 2027, however construction of the Potomac Valley Sidewalk is expected to be complete by the end of 2025. Amendment 3 does not change any other terms or conditions of the grant and has been reviewed and approved by both MWCOG and the City Attorney’s Office of Rockville.

Mayor and Council History
This is the first time this item has been brought before the Mayor and Council.
The original agreement is dated June 27, 2019. The first amendment to extend the period of performance is dated March 12, 2021, and the second amendment to extend the period of performance is dated October 13, 2023.

Next Steps
Once authorized, the City Manager will execute Amendment 3 to the agreement.
