Recommendation

Staff recommends the Mayor and Council authorize the City Manager to execute Modification Number 2 (Attachment 1) between the City of Rockville and the Maryland Department of Natural Resources to provide a no cost extension of Contract No. 14-23-4005 CBG 9001 to June 30, 2026.

Discussion

On December 22, 2022, the Mayor and Council authorized the City Manager to sign Contract No. 14-23-4005 CBG 9001 with the Maryland Department of Natural Resources (DNR) to accept grant funding in the amount of $75,000 for the Flood Resiliency Master Plan (CIP SA23). This Contract was executed on January 13, 2023 (Attachment 2).

Modification Number 1, executed November 2, 2023 and included as Attachment 3, extends the end date to June 30, 2025 and clarifies what project outcomes will be delivered prior to the end date of the MOU. There were no changes to the funding for this grant.

City of Rockville staff requested an extension to June 30, 2026, via Modification Number 2 (Attachment 1), because project implementation is delayed due additional time needed for the award of a Flood Mitigation Assistance (FMA) Grant from the Maryland Department of Emergency Management (MDEM). The City of Rockville is a sub-awardee of Federal Emergency Management Administration (FEMA) funding. While this FMA grant has been awarded and the project initiated, the delay requires a no cost deadline extension of the DNR grant.

Mayor and Council History

The Mayor and Council authorized the City Manager to sign the MOU for this grant on December 22, 2022, and Modification 1 on October 23, 2023.

 

 

 

Next Steps 

Upon approval by the Mayor and Council, the City Manager will execute the attached Modification Number 2.
