Recommendation
Staff recommends that the Mayor and Council award IFB #08-26, Requirements Contract for Asphalt, Paving, Patching, Milling and Related Maintenance Work to the three lowest responsive and responsible bidders: (1) Espina Paving, Inc. of Woodbridge, VA; (2) M.T. Laney Co., Inc. of Eldersburg, MD; and (3) Manuel Luis Construction Co., Inc. of Silver Spring, MD in the aggregate amount not-to-exceed $6,000,000 through December 31, 2026, with four one-year extensions not to exceed $6,000,000 per annum, contingent upon funding.
Discussion
The Department of Public Works uses contractors on an as-needed basis to perform general construction, installation, removal and replacement of damaged asphalt infrastructure at various locations throughout the city.
The items listed in the contract are intended to cover the types of work performed, but do not oblige the City with specific amounts of work to bidders. The purpose of awarding to multiple bidders is to ensure sufficient labor resources are available to accomplish the work in an efficient and timely manner.

This is the first time this item has been brought before the Mayor and Council.
Procurement
Staff prepared and publicly advertised IFB #08-26 on October 7, 2025, in accordance with Rockville City Code section 17-61. IFB #08-26 was posted on the City’s website and electronically provided to 338 prospective bidders via the State of Maryland’s e-Maryland Marketplace Advantage (eMMA) system. Of the 338 prospective bidders, using the new systems reporting capabilities, 164 were Disadvantaged Business Enterprises (DBE), 163 were Minority Business Enterprises (MBE), and 58 were Veteran Small Business Enterprises (VSBE). A pre-bid meeting was held on October 14, 2025.
Sealed bids were received and opened on November 4, 2025. The following bids were received:

The bid amounts shown are based on estimated quantities and are for bid evaluation purposes only, and do not reflect an obligation by the City for specific amounts of work to specified bidders.
Staff reviewed all references and the experience of the three (3) lowest bidders and found them to be satisfactory.
In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) all contracts involving more than two hundred fifty thousand dollars ($250,000) shall be awarded by the Mayor and Council.

Fiscal Impact
There is sufficient funding for this award through a variety of CIP projects, including, but not limited to:
• Asphalt Repair & Replacement: FY21-FY25 (TA26) - Attachment 4.
• Pedestrian & Bicycle Safety: FY26-FY30 (TD26) - Attachment 5.
• Sidewalks: FY26-FY30 (TE26) - Attachment 6.
• And other CIP projects and operating functions as appropriate and needed.
Funding beyond the current fiscal year is subject to Mayor and Council appropriations.
Next Steps
Upon approval of the award by the Mayor and Council, the Procurement Department will issue contracts, secure bonds and insurance, and issue purchase orders to Espina Paving, Inc., M.T. Laney Co., Inc., and Manuel Luis Construction Co., Inc.
