Recommendation
Staff recommends Mayor and Council review the background information for this requested proclamation and, discuss the request for a proclamation and make a decision and recommendation on this request.

Discussion
On April 1, 2025, Josef Canaria, Manager, Programs and Strategic Initiatives of the Act To Change sent Mayor and Council a request for a proclamation to recognize the seventh annual Asian American and Pacific Islander (AAPI) Day Against Bullying and Hate on May 18, 2025.
This is a request to provide a National proclamation that is not tied to any specific program that is directly associated with the City of Rockville, Maryland, or a City resident.
The CC/DCO office replied with a link to the City’s new Request a Proclamation Request form, and asked Mr. Canaria to complete the form. The form was completed (Attachment 2). Mr. Canaria’s Letter is also attached (Attachment 3)
Background information:
• Mayor and Council annually present the National Bullying Prevention Month proclamation in October, that focuses on bullying in Rockville schools and also spotlights anti-bullying strategies, programs and activities conducted by the City of Rockville Recreation and Parks department. (Attachment 5)
• The previous Mayor and Council presented the Asian American and Pacific Islander (AAPI) Day Against Bullying and Hate proclamation in 2022, but it was not designated to be presented annually. (Attachment 4)

Next Steps
Mayor and Council will decide whether or not to move forward with this request for a proclamation.
