Recommendation

Staff recommends that the Mayor and Council adopt the resolution to close completed Capital Improvements Program (CIP) project accounts.

Discussion

In accordance with the city’s adopted Financial Management Policies, each year the Mayor and Council must formally authorize staff to close completed CIP projects. This authorization is given through adoption of a resolution (Attachment 1).

 

Attachment 2 provides a summary of the projects to be closed at the end of Fiscal Year (FY) 2026, itemized by fund. The majority of the projects closing at the end of FY 2026 are the prior five-year segments of the city’s ongoing maintenance programs, discussed in more detail below. Of the four discrete projects closing, two have unobligated appropriations greater than $10,000 as of April 15, 2026. All four discrete projects that are closing were funded by the Capital Projects Fund. At the end of FY 2026, any unspent appropriations from the closed projects will be returned to the fund from which the appropriations were made, unless the project was funded from an outside source. Please note, the amount of the unobligated funds currently shown for all projects may be reduced due to final payments in FY 2026.

 

Special Note Regarding Ongoing Maintenance Program Projects

The city funds ongoing maintenance programs (such as asphalt/concrete improvements and water main rehabilitation) in five-year project segments. The current segment covers FY26-FY30, which is included in each project’s title. The first year of each new segment is a transition year. During this time, both the previous and current five-year projects remain open so that any remaining work from the earlier segment can be completed. As FY 2026 was a transition year, this CIP Closure Resolution includes more projects than typically seen due to the need to close the previous five-year project segments. During the transition year, the Budget Office works with departments to move any remaining funds from the previous project segment to the current one so that all work continues as planned. Attachment 2 includes a column showing the amount that was transferred to the current project segment during FY 2026. This transfer amount will be called out in the Changes from Previous Year section of all applicable project pages in the FY 2027 adopted budget document.

The Mayor and Council adopt a resolution to close completed CIP projects once per fiscal year.

Fiscal Impact

As of June 30, 2026, any unspent appropriations from the closed projects will be returned to the fund from which the appropriations were made, unless the project was funded from an outside source.

Next Steps 

Finance staff will close the CIP project accounts as of June 30, 2026.
