Recommendation
Staff recommends that the Mayor and Council award and authorize the City Manager to execute a contract responsive to Invitation for Bids IFB# 19-26, Glenora Park Stream Spot Repair Project to Kinsley Construction LLC of York PA in the amount not to exceed $369,977.45.

Discussion
This agenda item is for the award of IFB #19-26, Glenora Park Stream Spot Repair Project which is a stream restoration spot repair project located in Rockville, MD. The contributing drainage area to the site is approximately 0.35 square miles (224.9 acres) with 34 percent impervious area and is located within the Potomac River Montgomery County Watershed (MDE 8 Digit Number 02-14-02-02). The project involves two stream restoration spot repairs within Glenora Park. The locations targeted for stream spot repairs are located along the Glenora Park Tributary near Carter Hill Swim Club (Spot Repair 1) and behind 6 Bouldercrest Court (Spot Repair 2). The project will reduce stream bank erosion threatening infrastructure, private property and trees; provide long-term channel stability; reestablish native vegetation; and minimize impact to mature trees.
In 2014, a 1,000 linear foot restoration project was constructed along the Glenora Park Tributary which included stream restoration, wetland enhancements, storm drain outfall improvements, and sanitary sewer main protection. Construction was completed in December 2014, and landscaping was completed in March 2015.
In accordance with the requirements of U.S. Army Corps of Engineers (USACE) permit No. 2012-60778, the City conducted five-years of post-construction monitoring to determine if project goals and objectives were successfully accomplished. Monitoring included cross sectional and longitudinal surveys, pattern surveys, bed material analyses, channel stability analyses, in-stream structure performance evaluations, and riparian vegetation surveys. The Glenora Park Stream Restoration 5-Year Site Condition Survey Report (BayLand, January 2020) recommended these two areas for remedial action due to unstable morphology.

Public Notification and Engagement
Staff held a community meeting at the end of Guy Court (outdoors) on November 19, 2022, to present information and solicit input on the conceptual design. Material provided at the meeting included the expected project goals and outcomes, design alternatives, and the potential impacts to the community. Several direct correspondences have taken place with residents directly impacted by the project. An agreement is in place with Carter Hill Swim Club that work will not occur on their property that will negatively impact their summer season (no work on Spot Repair 1 prior to Labor Day). A Neighborhood advisory will be mailed at least two weeks in advance of construction.

Procurement
Staff prepared and publicly advertised IFB #19-26 on February 18, 2026 in accordance with Rockville City Code section 17-61. IFB #19-26 was posted on the City website and electronically provided to 130 prospective bidders via the State of Maryland new e-Marketplace Advantage (eMMA) system. Of the 130 prospective bidders, using the new systems reporting capabilities, 25 were Disadvantaged Business Enterprises (DBE), 28 were Minority Business Enterprises (MBE), and 27 were Small Business Enterprises (SBE).
Sealed bids were received and opened on March 31, 2026. The following bids were received.

Kinsley Construction, LLC is the lowest, responsive and responsible bidder for the Glenora Park Stream Restoration Spot Repair project. The proposed unit prices have been deemed fair and reasonable by staff.
The Glenora Park Stream Restoration Spot Repair bid is approximately 70% of the Engineer’s estimate and allows for contingency dollars within the CIP for the construction of this project, should they be necessary. Kinsley’s bid is notably lower than both the Engineer’s estimate and the next lowest bidder. However, their pricing may reflect potential efficiencies related to their nearby work on the Croydon Creek and Calvin Park Tributary Stream Restoration Project, currently underway. The bid is complete and Kinsley has confirmed their understanding of the project scope. Based on the bid results, the design firm (BayLand Consultants & Designers, Inc.) also recommends awarding the contract to Kinsley Construction LLC as the lowest responsive bidder with a total bid of $369,977.45.
Staff found the references for Kinsley Construction, LLC and their Subcontractors to be satisfactory for this bid.
Kinsley Construction LLC is a non-Minority, Female, Disabled or Veteran (non-MFD-V) business.

Fiscal Impact
Funding for the construction of the Glenora Park Stream Restoration Spot Repair project is provided via the Stream Restoration Spot Repair (SB26) CIP (Attachment 2). This CIP designs and constructs stream restoration spot repairs throughout the City of Rockville.
Sufficient funding is available in this project for award.

Next Steps
Upon Mayor and Council award, the Procurement Department will obtain insurance certificates, one hundred percent payment and performance bonds, appropriate contract signatures, and issue a contract to Kinsley Construction, LLC of York, PA.
