Recommendation

Staff recommends that the Mayor and Council award and authorize the City Manager to execute a contract responsive to RFP #27-25 for transportation planning and engineering services for the Fleet and Monroe Complete Streets Design Project to Precision Systems, Inc. of Washington, D.C. in an amount not to exceed $279,426.23 for three years from the effective date of the contract, with authority for the Purchasing Agent to exercise an additional one year term, where all services, other than construction phase tasks, are to be completed within thirteen months of the effective date of the contract.

Discussion

Department of Public Works (DPW) staff applied for, and received, grant funding through the FY 2024 Transportation Alternatives Program to fund the design of a pedestrian and bicycle facility along Fleet Street between Maryland Avenue and Richard Montgomery High School and along Monroe Street between Fleet Street and E. Middle Lane.

This project was initially evaluated in a feasibility study through the FY 2023 Metropolitan Washington Council of Governments Transportation Land Use Connections Program.

A shared-use path is proposed along these streets in the approved 2023 Pedestrian Master Plan. This segment will also include a separate bicycle route between N. Washington Street and the Carl Henn Millennium Trail, providing an alternative to using Hungerford Drive/Rockville Pike (MD 355).

This project includes 100% engineering plans, which staff will use to prepare for construction and to find external funding to support construction.

Mayor and Council History

The Mayor and Council authorized the City Manager to execute an agreement with the Maryland Department of Transportation (MDOT) for the FY 2024 Transportation Alternatives Program grant on February 26, 2024, for the Fleet and Monroe Complete Streets Design project. This agreement was executed on February 27, 2024.

Boards and Commissions Review

The Transportation and Mobility Commission, the Rockville Bicycle Advisory Committee, and the Rockville Pedestrian Advocacy Committee provided letters of support for the grant application for this project.

Procurement

Staff prepared and publicly advertised RFP 27-25 on October 24, 2025, in accordance with Rockville City Code section #17-62 and State oversight regarding federal requirements. In addition to using the city’s competitive e-procurement solicitation system, RFP 27-25 was made accessible via the city’s website and notice of the solicitation was electronically provided to 1,398 prospective bidders via the State of Maryland e-Marketplace Advantage (eMMA) system. Of the 1,398 prospective bidders, using the systems reporting capabilities, 246 were Disadvantaged Business Enterprises (DBE), 235 were Minority Business Enterprises (MBE), and 36 were Veteran-Owned Small Business Enterprises (VSBE).

On the proposal due date of December 5, 2025, the city received four proposals, all of which were deemed responsive, and which were reviewed and scored by the Evaluation Committee, as provided in Table 1.

Since this project is for engineering services, a qualifications-based evaluation was used in which final pricing was negotiated with the most qualified firm. If final pricing had not been successfully negotiated, a price quote from the second highest scoring firm would have been requested. This evaluation approach is a common industry practice that has been used by the city in the past, and is also utilized by federal agencies, as well as other state and local government entities.

Based on the proposals and after thorough review, the selection committee determined that Precision Systems, Inc. should be recommended to receive the award. Precision Systems, Inc. demonstrated the necessary technical proficiency, experience with similar projects, understanding of design transportation facilities in the public right-of-way, and recognition of potential design challenges.

The Traffic and Transportation Division staff also determined the firm’s price proposal to be reasonable and has confirmed that the costs are within the budgeted amount for the project.

The MDOT State Highway Administration concurred with the city’s procurement process and selection. An MDOT State Highway Administration Notice to Proceed was submitted to the city on August 20, 2026.

In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) All contracts involving more than two hundred fifty thousand dollars ($250,000.00) shall be awarded by the Mayor and Council.
