Recommendation
Staff Recommends Mayor and Council Award and Authorize the City Manager to Execute a Contract Responsive to Invitation for Bids (IFB) #38-26, for the David Scull Park Improvements Project to County Contractors, LLC. of Damascus, Maryland, for a 12-month Term in an Amount Not-to-Exceed $1,116,847.00.

Discussion
The City of Rockville solicited competitive Bids to provide all of the labor, equipment, and materials necessary for the construction of a new park pavilion with single-user restroom, demolition of the existing 1970s park shelter, concrete sidewalk and pathway, conversion of baseball field into a multipurpose rectangular field, gateway entrance at Taft and Gude, and landscaping at David Scull Park. New amenities at the park will be ADA accessible and provide greater park usability for visitors to David Scull Park.

Mayor and Council History
This is the first time this has been brought before Mayor and Council.

Public Notification and Engagement
The City held two public engagement meetings at Maryvale Elementary School and mailed postcards to 670 nearby addresses. Staff also conducted an on-site outreach meeting with the adjoining Rockville Housing Enterprise and surrounding community at David Scull Park. Community input directly informed the development of the final construction documents and selection of park amenities. Additionally, artwork developed through a separate public input process is being installed outside the scope of this project, but will be coordinated to align with the construction activities taking place in the park.

Procurement
Staff prepared and publicly advertised Invitation for Bids (“IFB”) #38-26 on June 12, 2026, in accordance with Rockville City Code Section 17-61. IFB #38-26 was posted on the City website and electronically provided to 260 prospective bidders via the State of Maryland's e-Maryland Marketplace bid web portal. Of the 260 prospective bidders, 43 were Disadvantaged Business Enterprises (“DBE”), 47 were Minority Business Enterprises (“MBE”), and 6 were Veteran-Owned Small Business Enterprises (“VSBE”).
Four bids were received by the City of Rockville and were opened on July 9, 2026.

County Contractors, LLC was determined to be the lowest responsive and responsible bidder, having met all the requirements of the IFB. County Contractors, LLC. submitted a total bid of $971,172.00, and the requested award of $1,116,847.00 will provide 15% contingency funds for unforeseen conditions during construction.
References were contacted, and all received were favorable of their experiences with County Contractors, LLC. The draft contract is provided as Attachment 1.
In accordance with Rockville City Code, Section 17-39(a), Awarding Authority, all contracts involving more than two hundred fifty thousand dollars ($250,000.00) shall be awarded by the Mayor and Council.

Fiscal Impact
Sufficient funds are available in David Scull Park Improvement (RA19) capital project. Project savings from the Maintenance and Emergency Operations Facility Improvements (GD19) project and Outdoor Recreation Pool Renovations (RC18) were transferred to the David Scull Park Improvement (RA19) project to provide the additional capacity to execute this award. These transfers between projects will appear on the 1st Quarter Financial Report for FY 2027.

Next Steps
Upon the Mayor and Council approval, the Procurement Department will secure insurance, appropriate contract signatures, issue contracts, and issue a Purchase Orders County Contractors, LLC.
