Recommendation

​​​​Staff recommends that the Mayor and Council award, and authorize the City Manager to execute, contracts responsive to IFB #16-26 for Construction, Repair, and Maintenance of Concrete and Brick Infrastructure as follows: Group 1 - AJ Romano Construction Incorporated of Annapolis Junction, MD, and Olney Masonry Corporation of Beltsville, MD in an aggregate amount not to exceed $25,000,000 for general concrete maintenance services; Group 2 - AJ Romano Construction Incorporated of Annapolis Junction, MD,  and Olney Masonry Corporation of Beltsville, MD for general brickwork maintenance services in an aggregate amount not to exceed $5,000,000.  The initial award is through December 31, 2026, with up to four one-year renewals.

Discussion

The Department of Public Works desires to have contractors available on an as-needed basis to perform general construction, installation, removal and replacement of damaged concrete and brick infrastructure as needed at various locations throughout the city.

 

This IFB #16-26 is for general concrete and brick construction and maintenance and includes two components. Group 1 is for the large-scale repair, replacement, and installation of concrete infrastructure and Group 2 is for the repair and replacement of existing brickwork.  The various line items listed in the contract are intended to cover the vast majority of the types of work intended to be accomplished, but do not reflect an obligation by the City for specific amounts of work to specified bidders. The purpose of awarding to multiple bidders is to ensure a sufficient labor pool to accomplish the work in an efficient and timely manner.

Mayor and Council History

This is the first time this item has been brought before the Mayor and Council.

 

Procurement

Staff prepared and publicly advertised IFB #16-26 on October 7, 2025, in accordance with Rockville City Code section 17-61. IFB #16-26 was posted on the City’s website and electronically provided to 180 prospective bidders via the State of Maryland new e-Maryland Marketplace Advantage (eMMA) system. Of the 180 prospective bidders, using the new system’s reporting capabilities, 56 were Disadvantaged Business Enterprises (DBE), and 65 were Minority Business Enterprises (MBE).

Sealed bids were received and opened on February 25, 2026. The following bids were received for Group 1 and Group 2:

The bid amounts shown are based on estimated quantities and are for bid evaluation purposes only, and do not reflect an obligation by the City for specific amounts of work to specified bidders.

Staff reviewed all references and the experience of the two (2) lowest bidders and found them to be satisfactory.

 

A.J. Romano Construction Inc. is a non-Minority, Female, Disabled or Veteran (non-MFD-V) business.

Olney Masonry Corporation is a Small, Minority, Disadvantaged business.

Funding for this award is provided through a variety of projects including:

 

                     Concrete Repair & Replacement: FY26-FY30 (TC26) - Attachment 5.

                     Sidewalks: FY26-FY30 (TE26) - Attachment 6.

                     Pedestrian & Bicycle Safety: FY26-FY30 (TD26) - Attachment 7.

                     And other CIP projects and operating funds as appropriate and needed.

 

Funding beyond FY 2027 is subject to Mayor and Council appropriations.

 

The initial contract term and all optional renewal terms each span two fiscal years, within the initial term terminating on January 1, 2027, and each subsequent term on the following January 1.  The total fiscal impact over 5 years is $25,000,000 for Group 1 and $5,000,000 for Group 2.

Next Steps 

Upon approval of the award by the Mayor and Council, the Procurement Department will issue contracts, secure bonds and insurance, and issue master agreements to AJ Romano Construction Incorporated of Annapolis Junction, MD, and Olney Masonry Corporation of Beltsville, MD.
