Recommendation

Staff recommends the Mayor and Council award a Contract in the form of a purchase order to Jesco Inc., of South Plainfield, NJ, for the purchase of one Rubber Tire Wheel Loader in the amount of $225,343 consistent with the terms and conditions of the cooperative purchase Sourcewell Contract #032119-JDC.

Discussion

This is for the purchase of one (1) new rubber tire loader. Due to the condition of the current loader, a 2011 John Deere 544K, a replacement is necessary immediately.  Corrosion to critical areas that cannot be remedied have made the operation of the loader unsafe. The funding for this was approved in the FY 2024 budget amendment on March 18th and will be removed from the FY 2025 budget. The loader will be used by the Public Works Department for loading materials, debris, and salt.

Mayor and Council History

This is the first time this item has been brought before the Mayor and Council.

Procurement

This is a cooperative rider purchase order contract through the Sourcewell local government service cooperative, which serves as a municipal contracting agency throughout the nation with competitively awarded contracts. The City of Rockville (City) is a member of this national cooperative and Procurement Division has used Sourcewell for the purchase of goods and services in the past.

Purchasing off of this Sourcewell contract provides the City with highly competitive pricing, as this contract is for a large number of vehicles that are purchased nationwide by its 50,000+ members. By using the Sourcewell contract, the City is able to benefit from high volume discount pricing that would not be attainable by issuing a competitive solicitation for only one vehicle.

In accordance with Section 17-71(b) of the Rockville City Code, Cooperative Procurement, the City may contract with any contractor who offers goods, services, insurance, or construction on the same terms as provided to other State or local governments or agencies thereof, who have arrived at those terms through a competitive procurement procedure similar to the procedures used by the City.

In accordance with Rockville City Code, Section 17-39(a), Awarding Authority, all contracts, including purchase orders, involving over $100,000, shall be awarded by Mayor and Council. The contract in the form of the purchase order incorporates the terms and conditions of the Sourcewell Contract applicable to this purchase. The purchase order will be signed by both the City and the vendor. The purchase order is attached as Attachment A and the Sourcewell contract is attached as Attachment B.

Jesco Inc. is a non-Minority, Female, Disabled, or Veterans (non-MFD-V) business.

Fiscal Impact

The funding for this purchase was proposed in the FY 2025 budget.  The replacement of this piece of equipment is being accelerated and the funding for this was approved in the budget amendment on March 18th. The replacement will be removed from the FY 2025 budget. There is sufficient funding available in the Fleet Services Vehicles Replacement account (110-850-0803-0431) to cover this acquisition.

Next Steps

Upon Mayor and Council approval, the Procurement Department will issue a purchase order to Jesco Inc.
