Recommendation
Staff recommends that the Mayor and Council award and authorize the City Manager to execute a Rider Agreement for Integrated Vegetation Management (IVM) Services riding the City of Baltimore Contract RFQ-000348 with Environmental Quality Resources, LLC. from the date of award through September 19, 2026, with the option to extend for three additional years through September 19, 2029, in the annual amount not to exceed $125,000 consistent with City of Baltimore Contract and contingent upon annual appropriation by Mayor and Council.

Discussion
This Rider Agreement provides the city with a mechanism to get expert contractor support in removing Non-Native Invasive (NNI) plants, both within storm water management facilities, on stream restoration Capital Improvement Projects (CIP), and in parks. Additionally, the contract provides for restoration of areas where NNI was removed. Both the Public Works Department and the Recreation and Parks Department could access the contract to manage NNI where needed.
Use of this contract supports goals laid out in the city’s 2040 master plan, including conservation of key environmental areas (Recreation and Parks Element goal 4) and management of a sustainable urban forest and protection of stream corridors, wildlife habitat, and water quality (Environmental Element Goal 6).
