Staff recommends that the Mayor and Council of Rockville award and authorize the City Manager to execute a contract responsive to IFB #18-24, for construction of the Lincoln Park Community Center Improvements CIP project, to Boulevard Contractors Corp., of Owings Mills, MD, for an amount not-to-exceed $961,019.00, for a term of 300 calendar days.

Discussion

This base bid project consists of supplying all the labor, equipment, tools, materials, and quality control testing and inspections for the comprehensive “Turn-Key” renovation of the Lincoln Park Community Center.

The Add/Alternate contract will provide for all labor, materials, equipment, and quality control required for the following:

                     Add/Alternate Item A-1: Change Acoustical Ceiling Tile from regular drop-in to Tegular Edge.

Mayor and Council History

This is the first time this item has been brought before the Mayor and Council.

Public Notification and Engagement

In 2022, Lincoln Park Community Center Staff reached out to over 2,000 members, renters, stakeholders, participants, patrons, and surrounding homes and businesses to get them involved during the pre-planning phase. The staff have continued to engage with the public at monthly community meet-and-greets, where project updates are provided. In addition, staff will work with the City’s Communications and Community Engagement Department to have signs posted prior to the project start date. Staff will work with contractors and all related construction sub-contractors to minimize impact to the surrounding park and public areas.

Boards and Commissions Review

The Recreation and Park Advisory Board reviews projects within the Capital Improvement Program annually during the budget process.

Procurement

Staff developed and publicly advertised IFB #18-24, in accordance with the City of Rockville Procurement Ordinance Section #17-61. The IFB was posted on the City’s website and electronically provided to 2,155 prospective bidders via the State of Maryland’s Marketplace Advantage (eMMA) system. Of the 2,155 prospective bidders, using the new system reporting capabilities, 370 were Disadvantaged Business Enterprises (DBE), 382 were Minority Business Enterprises (MBE), and 109 were Veteran-Owned Small Business Enterprises (VSBE). Sealed bids were received and opened on November 8, 2024. Twelve bids were received by the City of Rockville. Boulevard Contractors Corp. was the lowest responsive and responsible bidder.

Staff reviewed all references provided by Boulevard Contractors Corp and have found them to be satisfactory.

In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) all contracts involving more than two hundred fifty thousand dollars ($250,000) shall be awarded by the Mayor and Council.

 

Boulevard Contractors Corp. is an MFD-V business.

Fiscal Impact

Sufficient funds are available in the Lincoln Park Community Center Improvements (RA22) project (Attachment 2). Following bid openings for several capital projects, projected budget capacity of $642,370 identified in Lincoln Park Community Center Improvements (RA22) was transferred to the F. Scott Fitzgerald Theatre ADA Improvements (RA20) project to facilitate those awards.

Next Steps

Upon Mayor and Council award, the Procurement Department will obtain signatures on the contract and obtain necessary insurance and bonds from Boulevard Contractors Corp.
