Recommendation
Staff recommends that the Mayor and Council Award and Authorize the City Manager to Execute a Contract Responsive to IFB #05-25, for Mowing Services, to Lorenz, Inc. of Baltimore, Maryland, in an amount not-to-exceed $350,000.00, for a Term of one year through October 31, 2025, with the option to renew the Contract for four (4) additional one-year periods through October 31, 2029, with funding subject to Mayor and Council appropriation.

Discussion
This Contract provides for grass mowing services for 268.82 acres of municipal property and supplements lawn maintenance by in-house staff. The contract includes all labor, equipment, materials and tools necessary to provide complete and satisfactory grass mowing services at a consistently superior level at 149 various locations including parks, facilities, stormwater management areas, City rights-of-way, and State rights-of-way throughout the City.
In addition to grass mowing services, the Contractor will provide weekly and bi-weekly trash removal from sites where mowing occurs to assist the Recreation and Parks Department initiative of having ‘Clean and Green’ parks and open spaces. This Contract also provides the ability to meet the requirements of the MOU between the City of Rockville and Maryland State Highway Administration for reimbursed grass mowing service.
Lorenz, Inc. submitted a total bid of $299,543.06, the requested award of $350,000 will provide funding for additional landscape services such as plantings, mulching, trimming, and other landscape tasks on an as-needed basis.

This is the first time this item has been brought before the Mayor and Council.

Procurement
Staff prepared and publicly advertised Invitation for Bid (“IFB”) #05-25 on September 16, 2024, in accordance with Rockville City Code Section 17-61. The IFB was posted to the City’s website, and electronically provided to 823 prospective bidders via the State of Maryland's e-Maryland Marketplace (eMMA) bid web portal. Of the 823 prospective bidders, 118 were Disadvantaged Business Enterprises (“DBE”), 120 were Minority Business Enterprises (“MBE”), and 66 were Veteran- Owned Small Business Enterprises (“VSBE”). No Addendums were issued.
Six (6) bids were received electronically and opened on October 11, 2024.

P2 Maintenance Services, LLC was disqualified because they did not possess all the required certifications for their Pesticide Business License. Patriot Natural Resources was disqualified because they submitted incomplete pricing with their bid response.
Staff reviewed all of the references provided by Lorenz, Inc., and have found them to be satisfactory.
In accordance with Section 17-39 of the Rockville City Code, Awarding Authority, (a) all contracts involving more than two hundred and fifty thousand dollars ($250,000) shall be awarded by the Mayor and Council.
Lorenz, Inc. is a non-Minority, Female, Disabled, or Veterans (non-MFD-V) business.

Fiscal Impact
Sufficient funding is available in the Department of Recreation and Parks, Parks and Facilities Maintenance Division (across multiple cost centers). Funds are also available in Department of Public Works for moving services at the Water Treatment Plant, multiple stormwater facilities, and the Fallsgrove wastewater pump station. All future appropriations are subject to approval by the Mayor and Council.
Next Steps
Upon the Mayor and Council approval, the Procurement Division will secure insurance, obtain appropriate Contract signatures, and issue the contract and Purchase Order to Lorenz, Inc. for Mowing and related services.
