Staff recommend that the Mayor and Council approve and authorize the City Manager to execute the Change Order for Contract #18-24 with Boulevard Contractors Corp (BLVD), for Lincoln Park Community Center Renovation Project in an amount not to exceed $316,719, for a revised contract total of $1,277,738.
Discussion
The Lincoln Park Community Center was first constructed circa 1970 and underwent four (4) major additions between 1974 and 1999. Since 1999, there have been numerous minor alterations and renovations, such as HVAC improvements, lighting improvements, roof replacement, etc. that were not included in the plans provided to the design team. Due to many factors, including, but not limited to, the facility’s construction history, unforeseen conditions, building code changes, the contractor issued 69 Requests for Information (RFIs), which resulted in several design changes during the construction phase of this project.
Some of these unforeseen circumstances were due to construction standards and building styles changing between the 1970s and 2000s, which resulted in portions of the facility being wood framed while others were structural steel and block walls. This particularly impacted flooring substrate in multiple areas of the building as well as structural wall connections.
Other unforeseen circumstances resulted from the City’s Record Drawings/As-Builts from the 1999 addition not accurately capturing any of the smaller HVAC, plumbing, or electrical alterations made during the 2000s. This resulted in existing conditions that differed from expectations, including an existing air conditioning duct in an area not shown on the Record Drawings, requiring redesigning several rooms, including relocating, upgrading, and consolidating all data and security equipment into a new IT closet that would better serve the renovated facility.
In addition, during demolition, areas that were intended to remain, such as plumbing, were determined to be out of compliance with modern building codes. For example, plumbing had to be abandoned, including an existing water line, and rerouted through the building; hot water recirculation pumps had to be added at both water heaters to meet modern building code; and a new backflow preventer needed to be added, and old water heaters needed to be replaced for environmental/green code compliance.
On March 24, 2025, the Mayor and Council awarded IFB #18-24, Lincoln Park Community Center Improvements, to BLVD in the amount not to exceed $961,019.00. Staff is requesting approval to increase costs for construction in the amount of $316,719, from $916,019.00 to $1,277,738, in accordance with Section 17-40(a)(2) for changes to a contract previously awarded by Mayor and Council with increases above certain thresholds. To date, Change Order #01, in the amount of $229,167, was authorized for this contract. With this approval, all change orders will total $316,719.
Change Order #2 is the final close-out change order for this contract, as the project has achieved substantial completion. All work reflected in this Change Order request has been completed to ensure that the Lincoln Park Community Center can open timely.
Mayor and Council History
The original award of Contract #18-24 was approved by Mayor and Council on March 24, 2025. This is the first request presented to Mayor and Council to approve a Change Order to Contract #18-24.
Public Notification and Engagement
Recreation and Parks staff provided monthly construction updates to the Lincoln Park Civic Association throughout this project.
Procurement
In accordance with Section 17-40(a)(2) of the Rockville City Code, changes to any contract originally awarded by the Council when the cumulative value of all changes exceeds the greater of two hundred and fifty thousand dollars ($250,000) or 10%, must be approved by the Mayor and Council.

Fiscal Impact
Sufficient funds are available in the FY 2027 Lincoln Park Community Center Improvements CIP project (RA22). The project page can be found at Attachment 3.
Next Steps
Upon Mayor and Council approval and authorization, the City Manager will execute the change order with Boulevard Contractors Corp. Once the change order is signed Procurement will issue an updated purchase order.
