Recommendation
Staff recommends the Mayor and Council authorize the City Manager to execute the amended agreement with the U.S. Department of Transportation Federal Highways Administration (FHWA) for the FY 2023 Safe Streets and Roads for All program grant.

Discussion
Department of Public Works (DPW) was awarded grant funding through the FY 2023 Safe Streets and Roads for All (SS4A) grant to evaluate multimodal safety and propose improvements to thirty intersections within the City of Rockville (listed below), including 20 state-owned intersections.
This project will contribute to implementing the city’s Vision Zero Action Plan and will continue ongoing collaboration with the Maryland Department of Transportation State Highway Administration (MDOT SHA). The anticipated deliverables of this project will be a comprehensive evaluation of each intersection, potential improvements, and a construction cost estimate. This information will be used by the city to construct improvements on city-owned intersections and to further collaborate with MDOT SHA to implement the proposed improvements on state-owned intersections.
The Mayor and Council initially authorized the City Manager to execute this project’s grant agreement (Attachment 1) on September 9, 2024. The existing agreement’s period of performance is December 13, 2025. The amended grant agreement (Attachment 2) extends the period of performance to September 15, 2027. The terms and conditions are also attached for reference (Attachment 3).
September 15, 2027, was selected by FHWA, because it is the final period of performance date for FY 2023 Safe Streets and Roads for All projects. City staff expect the project to be complete within six months. The amended agreement does not change the scope or extent of the project.
The SS4A project will evaluate 10 city-owned and 20 state-owned intersections in Rockville.

Mayor and Council History
The Mayor and Council authorized the City Manager to sign the initial agreement with the U.S. Department of Transportation Federal Highways Administration for the FY 2023 Safe Streets and Roads for All grant on September 9, 2024.

Boards and Commissions Review
City staff collaborated with the Transportation and Mobility Commission, the Rockville Bicycle Advisory Committee, and the Rockville Pedestrian Advocacy Committee for support of this grant application. City staff has provided ongoing project updates to these committees.

Next Steps
After Mayor and Council authorization, the City Manager will execute the agreement amendment and DPW staff will coordinate with FHWA staff to fully execute it. DPW Staff will continue to carry out this project.
