Discussion
Compensation and Classification Study
A compensation and classification study evaluates positions, pay, and benefits to ensure:
• positions are appropriately grouped by similar skills, responsibilities, and duties - this is the position classification process;
• pay is aligned with pay in the region for similar jobs and is fair and consistent compared to similar positions within the city; and
• benefit offerings are competitive with similar organizations.
Background
In September 2018, the City retained Management Advisory Group, LLC to review our existing classification plan, conduct a salary study, and prepare one or more pay plans to ensure our pay plans were competitive among our peer jurisdictions. Additionally, in 2015, the Mayor and Council adopted the compensation philosophy of ensuring the City’s salaries remain competitive and anchored at the 60th percentile of benchmark entities. To ensure the City remains up-to-date and competitive, the staff recommended to the Mayor and Council that a city-wide salary review be conducted every 3-5 years.
The City is now in the fifth year of the adopted classification and compensation structure. Following the recommended 3‐5‐year schedule for a comprehensive review, staff budgeted funds for a consultant in FY2024.
FY2024 Compensation and Classification Study
In June 2024, the City retained Bolton Partners, LLC, to complete the study. The goal of the study is to review and recommend changes to the City’s current classification and total compensation structure to ensure that all positions within the City of Rockville are internally equitable and externally competitive.
Staff, in conjunction with the consultants, will share a PowerPoint presentation at the meeting.
The city is committed to ensuring that our employees receive fair pay and competitive benefits and that our pay and benefits are competitive within the region. Also, the city follows the best practice of regularly evaluating its internal pay practices and benefit offerings and assessing how it compares to similar organizations within its region.
