Recommendation

Staff recommends that the Mayor and Council award and authorize the City Manager to Execute a Contract Responsive to Invitation for Bids (IFB) #34-26 for the Stormwater Facility Improvements - Dredging, Various Locations, to ----------Environmental Quality Resources, L.L.C., of Gambrills, Maryland, in the amount not to exceed $953,334.00.

Discussion

Invitation for Bids (IFB) 34-26 is for improvements to four stormwater management facilities at various locations throughout Rockville as part of the Stormwater Management Facilities Improvement (SC26) project. This project is necessary to maintain capacity and function of city stormwater facilities to ensure compliance with our NDPES permit. This is part of a sustainable program that complies with and supports the Mayor and Council Guiding Principal for Stewardship of the Environment and Infrastructure.

The project includes work at Maryvale Park, Fallsgrove Pond #1B, Fallsgrove Pond #2, and the Gude Maintenance Yard stormwater management facility within RedGate Park. A 2023 bathymetry survey indicated a significant loss of wet storage volume due to accumulated sediment at these facilities. The project will remove accumulated sediment and restore the facilities to their intended conditions.

The four facilities are located within the Potomac River and Rock Creek watersheds. The work at Fallsgrove Pond #1B, Fallsgrove Pond #2, and Gude Maintenance Yard primarily consists of dredging accumulated sediment from the existing forebays and restoring the affected areas. The Maryvale work includes dredging and additional stormwater management facility improvements intended to reduce maintenance associated with sediment accumulation, protect public infrastructure, and restore the facility to as-built conditions.

The work generally includes construction access and staging, erosion and sediment control, dewatering and maintenance of flow, excavation, hauling and disposal of accumulated sediment, grading and stabilization, restoration of disturbed areas, and landscaping. The contract also includes tree protection, removal and control of non-native invasive vegetation, and required landscape establishment and maintenance.

Mayor and Council History

This is the first time this item has been brought before the Mayor and Council.

Public Notification and Engagement

The work will occur primarily within city-owned stormwater management facilities and park property. Construction activities may result in temporary impacts to park access and community trails. Construction advisories will be sent at least two weeks prior to the beginning of work.

The contractor is required to maintain safe public access where practicable, coordinate access to adjacent properties, secure active construction areas, and comply with applicable trail closure and pedestrian safety requirements during construction.

Procurement

Staff prepared and publicly advertised IFB #34-26 on June 17, 2026, in accordance with Rockville City Code section #17-61. IFB #34-26 was posted on the City’s website and electronically provided to 110 prospective bidders via the State of Maryland eMaryland Marketplace Advantage (eMMA) system. Of the 110 prospective bidders using the system’s capabilities, 2 were Disadvantaged Business Enterprises (DBE) and 3 were Minority Business Enterprises (MBE).

The bid amounts shown above were based on estimated quantities and used for bid evaluation purposes only.

Environmental Quality Resources, L.L.C. is the lowest responsive and responsible bidder for IFB #34-26. Following bid opening, the design firm, Bayland Consultants and Designers, reviewed the bids and found the apparent low bidder’s pricing to be fair and reasonable. Based on its detailed bid review and prior experience with the contractor, the engineer recommended proceeding with award to Environmental Quality Resources, L.L.C. with a total bid of $953,334.00.
